On April 23, the National Development and Reform Commission issued a circular titled "Circular on Strengthening the Construction and Management of Coal Chemical Projects and Promoting the Healthy Development of Industries." The document outlines a strategic approach to the development of the coal chemical industry, emphasizing the need for careful regulation and sustainable growth. It suggests that in regions where conditions are suitable, the expansion of coal-based projects focused on petroleum substitute products should be encouraged, but not at the expense of environmental and economic stability.
The notice encourages the steady development of coal-to-oil products, methanol, dimethyl ether, and olefins under the guidance of the civilian fuel and oil market. It supports areas with the necessary conditions to adopt advanced technologies such as coal gasification and two-step dimethyl ether synthesis. The goal is to establish large-scale production bases for methanol and dimethyl ether, while also conducting trials and demonstrations of new fuels for both civilian and vehicle use.
The document also highlights the importance of industrial testing and demonstration projects to accelerate the development of coal-to-oil and olefin products. It calls for the timely initiation of large-scale coal-to-oil and olefin projects. However, it notes that coal liquefaction remains in the demonstration phase and should only be promoted after successful trials. Meanwhile, the development of high-energy-consuming products like calcium carbide and coke must follow standardized practices.
In line with previous regulations, provinces, autonomous regions, and municipalities that have not completed the rectification of their coke and calcium carbide industries are instructed to halt all related project approvals. This move aims to address inefficiencies and environmental concerns in these sectors.
Given the nature of coal chemical projects—characterized by large scale, integration, and high technological and financial demands—the notice stresses the need for strong project owners and solid social support. It urges government departments at all levels to strengthen project management and strictly review coal chemical initiatives.
For coal-to-petroleum, coal-to-olefin, and foreign-invested coal chemical projects, strict adherence to approval procedures is required. Any attempts to bypass regulations or decentralize authority are explicitly prohibited. Additionally, the notice emphasizes that coal chemical projects must ensure safe transportation of products. Those lacking proper infrastructure should not be approved or registered.
Regarding coal liquefaction, the national development plan must be finalized before any new projects can proceed. Until then, all investment authorities are instructed to suspend the approval of coal liquefaction projects.
Finally, the notice underscores the importance of recycling and sustainable development. Coal chemical projects must meet waste reduction, resource efficiency, and harmless disposal standards. Projects that fail to achieve comprehensive waste utilization and safe disposal will not be approved or registered.
