On August 20, 2012, the Ministry of Industry and Information Technology website reported that the implementation of the Circular Economy Promotion Law, standardizing the development order of the comprehensive utilization of waste tires, promoting the optimization and upgrading of enterprises, strengthening environmental protection, improving the comprehensive utilization of resources and management level, and guiding the health of the industry. Sustained development, the "Treading Refurbishment Industry Access Conditions" and "Waste Tire Comprehensive Utilization Industry Access Conditions" were formulated.
According to the "Tire Renovation Industry Access Conditions", the tire refurbished processing enterprise has been built, and the comprehensive production capacity of the tires in the New Year is not less than 20,000 standard conversion bars. Newly built, rebuilt and expanded tire refurbished processing enterprises, the annual comprehensive production capacity shall not be less than 30,000 standard conversion bars.
In addition, the waste tires that cannot be refurbished during the tire repair process should be recycled by a qualified waste rubber comprehensive utilization enterprise, and the rubber trimmings and rubber powders that have been ground and cut must be 100% recycled.
According to the "Access Conditions for the Comprehensive Utilization of Waste Tires", the waste tire processing and utilization enterprises have been built, and the annual comprehensive processing capacity of waste tires must not be less than 10,000 tons. The newly-built, rebuilt and expanded waste tire processing and utilization enterprises shall have an annual comprehensive processing capacity of not less than 20,000 tons (except for the continuous pressure continuous regeneration method).
In addition, the comprehensive energy consumption of waste tire processing and recycled rubber is less than 850 kWh/ton; the comprehensive energy consumption of waste tire processing rubber powder is less than 350 kWh/ton (except for 40 mesh and fine rubber powder); Energy consumption is less than 300 kWh/ton.
