China's security needs to develop toward professionalism and standardization

After more than 20 years of development, China's security market has continued to expand. From the 2008 Beijing Olympic Games to the 2010 Shanghai World Expo, and immediately calling for the development of a safe city, China’s security market share this year is expected to reach 200 billion. People have always been concerned about the development of the security market and security technology, but little mention has been made of the professionalization of security and the development of standardization. However, it is indispensable for an industry to develop long-term and mature. The security industry is still a sunrise industry in China, but in the United States, Britain, Japan and other developed countries is already quite mature. Industry standards and professional norms in these countries can be used as a reference.

United States: The world's most authoritative testing and certification body

UL (Underwriters Laboratories) is one of the most authoritative organizations engaged in product safety testing and certification in the United States and the world. More than 75% of the standards are adopted by the American National Standards Institute (ANSI) as national standards of the United States. According to the law, security products must obtain UL's mark. UL itself has a complete set of strict organizational management systems and standards development and product certification procedures. There are five laboratories in the United States, and its laboratory construction, scale, and management are first class. Dedicated to evaluating the safety performance of products, materials and systems. UL publishes the effective date when it publishes each part of the UL standard changes. From the effective date, relevant products belonging to the UL follow-up inspection service must be changed in accordance with the new requirements. Therefore, there will be sufficient time between the standard revision date and the effective date of publication so that the factory can change its own Product and submit UL test again. After the formal adoption of the change request, the industry revision process is implemented. The procedure includes: sending the applicant a formal notice, the starting date of the change, and UL engineers in accordance with the same method of appraising the product, helping the applicant to inspect the part of the product that needs to be changed, and modifying the UL factory follow-up inspection document before the effective date. After the new standard takes effect, the UL inspection representative will visit the manufacturer and review the corresponding changes according to the revision requirements.

UK: The first national certification body in the world

The UK is the country with the largest number of surveillance cameras installed worldwide. The British Standards Institute (BSI) was established in 1901. It was one of the ISO member countries. It expanded its quality inspection work since the 1990s and has a cooperative relationship with international electrotechnical and EC international organizations. It is the first national certification body in the world. It is also one of the core members of the International Organization for Standardization. BSI has departments such as standard departments, system certifications, product services, and network technology services. The service items include standardization, standard training, product certification, product testing, and CE certification marks.

There are three working committees for GW/1, GW/2, GW/3, and so on. Each working committee has several working groups. Among them, GW/1 is an electronic alarm system committee responsible for security technical protection. The standard work. BSI is a member of 29 organizations of the European Electrotechnical Organization and participated in the development of the European Electronic Alarm System standard of the European Electrotechnical Organisation.

Japan: Professional Professional Qualification Management

Security equipment is a business recognized by the National Public Security Committee of Japan. It is an expert who popularizes security products and employs professional knowledge to infer criminals to commit crimes and take measures beforehand. Security equipment qualification does not belong to the national qualifications, but because the qualification certificate is not updated, once it is obtained, it will be valid for a lifetime. The qualification examination for security equipment is organized by the Japanese Security Equipment Association. Only after completing the training course on safety equipment organized by the Japan Security Equipment Association will it be eligible to apply for the certification exam for the equipment. The qualification examination for security equipment personnel is held four times a year. The subjects are divided into basic knowledge testing and application skill testing.

The comprehensive qualification of security equipment was set in April 2001. It is the highest level of qualification that is higher than that of security equipment personnel. It is used as an expert of security equipment and has relevant professional knowledge, comprehensive application capabilities and processing of security equipment. The ability to cope with the problem passes the certification exam conducted by the Japan Security Equipment Association under the jurisdiction of the Police Department. The qualification examination for comprehensive security equipment personnel is held once a year. It is divided into two steps: initial and retesting (that is, interviewing).
