The BIM Steering Committee - Ministry of Construction and Autodesk Sign MOU to collaborate in implementing Building Information Modeling (BIM) in Vietnam
**HANOI, September 28, 2017** – In a significant step toward modernizing Vietnam’s construction sector, the BIM Steering Committee under the Ministry of Construction (MOC) has signed a Memorandum of Understanding (MoU) with Autodesk. This partnership aims to support the country’s goal of implementing nationwide Building Information Modeling (BIM) guidelines by 2021.
The Institute of Construction Economics (ICE), as the coordinating body for the BIM Steering Committee, has partnered with Autodesk to promote BIM awareness and practical application in construction and facility management. This initiative aligns with Prime Ministerial Decision No. 2500/QÄ-TTg dated December 22, 2016, and the MOC's broader action plan.
Autodesk will provide strategic guidance on global BIM best practices, drawing from its extensive experience working with governments worldwide to implement BIM successfully. Daniel Green, Autodesk’s APAC Director of Government Affairs, will join the BIM expert panel to offer insights and support to the steering committee.
Led by Deputy Minister Le Quang Hung, the BIM Steering Committee includes 14 representatives from key ministries, such as the Ministry of Transport, Ministry of Trade and Industry, Ministry of Agriculture and Rural Development, and Ministry of Planning and Investment.

Building Information Modeling (BIM) equips Architecture, Engineering, and Construction (AEC) professionals with the tools and skills to design, construct, and manage buildings using intelligent 3D models. With Autodesk’s support, the steering committee will oversee three major phases outlined by the Prime Minister.
**2017–2019: Raising Awareness and Encouraging Exploration**
- Conduct surveys and assessments of current construction investments and building operations.
- Develop temporary BIM guidance for pilot projects.
- Create training frameworks, seminars, and workshops to enhance BIM capabilities across the industry.
- Propose regulatory improvements aligned with BIM standards.
**2018–2020: Implementation and Evaluation**
- Apply temporary BIM guidance in at least 20 Class I or higher construction projects.
- Implement BIM in at least 10 facility management projects.
- Offer consultation to stakeholders to address challenges during BIM adoption.
- Monitor and evaluate pilot projects to shape official BIM guidelines.
**2021 Onwards: Nationwide BIM Roll-Out**
- Based on evaluation results, the MOC will issue detailed BIM guidelines for widespread use in construction and facility management.
