Commercial Vehicles: Technology Upgrade

Emission reduction

On December 21, 2010, the General Office of the Ministry of Environmental Protection replied to the China Association of Automobile Manufacturers, the Commercial Vehicle Countries IV by letter of the Circular Letter [2010] No. 1390 “Replied to the Implementation Date of National Phase IV Limits of National Motor Vehicle Emission Standards”. The emission standards were postponed for 1-2 years. The reason is that the National IV vehicle fuel standard has not yet been introduced and it is not possible to supply the corresponding vehicle fuel nationwide.

The reply stated that for vehicles with compression ignition engines and vehicles, the implementation of the national IV emission standard is tentatively postponed for one year, that is, from January 1, 2012, any new compression-ignition vehicle that does not meet the requirements of the national IV emission standard The engine may not be sold or put into use. For light-duty diesel vehicles, the implementation of China IV emission standards is tentatively postponed for two years. That is, starting from July 1, 2013, any light-duty diesel vehicles that cannot meet the requirements of the National IV emission standards cannot be sold or registered.

For truck manufacturers, the delayed implementation of the National IV emission standards did not make them feel relieved. In accordance with relevant regulations, the March 1st, 2010 - February 28th, 2011 is the transition period for the implementation of the "Measures for the Inspection and Supervision of Fuel Consumption of Road Transportation Vehicles" (Decree No. 11 of 2009) issued by the Ministry of Communications. From March 1, 2011 onwards, all vehicles that are not listed on the standard vehicle model or that are inconsistent with the up-to-date vehicle model table will not be issued with road operation certificates.

Super

In October 2010, the Technical Service Center of China National Vehicles issued the "Circular on Adjusting the Standard Requirements for the Use and Assessment of Tyre Tyre Products" (hereinafter referred to as the "Notice"). The "Notice" pointed out that starting from January 1, 2011, if the semi-trailer product does not meet the above requirements, the enterprise shall stop production and may not upload the certificate of conformity.

The "Notice" stipulates that no more than 1.4 times the total mass of the declared type of vehicles for Type N1 cars (excluding long-haul light passenger cars and cargo vehicles that are pickup trucks) and N2, N3 type dump trucks; 1.3 times the total mass; for semi-trailer products, it shall not be greater than 1.3 times the axle load of the declared model. With reference to the requirements of the "Notice", most of the 8,000 semi-trailers currently available in the "Announcement" do not meet the new tire regulations and need to change their announcement. This is another stringent measure imposed by the industry authorities on overloading after the toll collection.

Improve access threshold

According to well-informed sources, the country will strictly manage access to special vehicles. In the new automobile industry policy that is expected to be introduced during the "Twelfth Five-Year Plan" period, the access threshold for special-purpose vehicle companies may increase to 50 million yuan. Automobile circulation area: standard service

After experiencing the hot sales situation in the domestic auto market in 2010, China's auto market will return to rationality in 2011. At the annual meeting of the China Automobile Circulation Industry held on November 25, 2010, the revised version of the “Automobile Brand Sales Management Measures” (hereinafter referred to as the new “Measures”) will be completed and launched in 2011. Although the new “Measures” began to study and improve as early as December 2009, because the new national automobile industry policy is being assembled by various ministries and commissions, it has not yet been released, so the new “measures” will be announced after the release of the new automobile industry policy. It is expected to be completed in 2011. The new "Measures" will focus on resolving the current problems in the domestic auto market, including the filing and withdrawal of dealers.

In addition, the State Administration for Industry and Commerce is studying the implementation of the model text of the automobile sales contract, including the text of the automobile sales contract, the text of the test drive test contract, and the text of the automobile maintenance contract. To reasonably regulate the rights and obligations between consumers and distributors, effectively protect the fair position, rights and obligations of auto dealers and consumers, and in particular, solve the problem of individual dealers infringing on the legitimate rights and interests of consumers by using contract terms. . In addition, the State Administration for Industry and Commerce will also study and formulate contract texts between automobile manufacturers, general distributors and suppliers.

According to the China Quality Certification Center's three products, the "Car Three Guarantees" will be expected to be launched in the first half of 2011.
