The BIM Steering Committee - Ministry of Construction and Autodesk Sign MOU to collaborate in implementing Building Information Modeling (BIM) in Vietnam
**HANOI, September 28, 2017** – In a significant step toward modernizing Vietnam’s construction sector, the BIM Steering Committee under the Ministry of Construction (MOC) and Autodesk have signed a Memorandum of Understanding (MoU) to collaborate on implementing nationwide Building Information Modeling (BIM) guidelines by 2021.
The Institute of Construction Economics (ICE), which serves as the secretariat for the BIM Steering Committee, has partnered with Autodesk to promote BIM awareness and its practical application in construction and facility management. This initiative aligns with Prime Ministerial Decision No. 2500/QÄ-TTg issued on December 22, 2016, and the MOC’s action plan aimed at transforming the industry through digital innovation.
Autodesk will bring global best practices and extensive experience from working with governments worldwide to support Vietnam’s BIM adoption. Daniel Green, Autodesk’s APAC Director of Government Affairs, will join the BIM Steering Committee as an expert panel member, offering strategic guidance throughout the process.
Led by Deputy Minister Le Quang Hung, the committee includes representatives from key ministries such as Construction, Transport, Trade and Industry, Agriculture and Rural Development, and Planning and Investment. The collaboration reflects a shared vision of enhancing efficiency, sustainability, and quality in Vietnam’s construction projects.

Building Information Modeling (BIM) empowers architecture, engineering, and construction (AEC) professionals with tools to design, build, and manage intelligent 3D models. With Autodesk’s support, the steering committee will oversee three critical phases outlined by the Prime Minister:
**2017–2019: Awareness and Exploration**
- Conduct surveys to assess current construction investment and building management practices.
- Develop temporary BIM guidelines for pilot projects.
- Create training materials and organize seminars to enhance BIM capabilities among construction organizations, project owners, and consultants.
- Propose improvements to construction regulations and quality assurance systems aligned with BIM standards.
**2018–2020: Implementation and Evaluation**
- Apply temporary BIM guidelines in at least 20 Class I and above construction projects and 10 facility management projects.
- Provide technical support to investors and contractors during BIM integration.
- Monitor pilot implementations to inform the development of official BIM guidelines.
**2021 Onwards: Nationwide Rollout**
- Based on evaluation results, the Ministry of Construction will issue detailed BIM guidelines for widespread use in construction and facility management.
