Under the influence of several adverse factors, the implementation of National III emission standards is set to take effect on July 1st, posing significant challenges for commercial vehicle manufacturers. Despite these difficulties, the second half of the year still holds promise for the industry.
The Beijing Auto Show was marked by gloomy weather, which left many commercial vehicle companies feeling disheartened. The media conference had to be held outdoors under an umbrella, and after the event, instead of a round of applause, attendees were seen holding umbrellas, creating a rather somber atmosphere. The pressure from the upcoming National III standards loomed over the industry like dark clouds, signaling that companies must remain vigilant.
This year, China has implemented a monetary tightening policy, leading to reduced fixed investment and, consequently, lower demand for commercial vehicles. As a result, the overall commercial vehicle market in 2008 is expected to face multiple crises. Industry forecasts suggest a 5% to 10% drop in total truck fleets, a 20% decline in the medium- and heavy-duty truck market, and rising production costs. Some low-end models may even be forced out of the market due to the new emission regulations.
Despite these challenges, cost pressures are becoming a major concern for commercial vehicle companies. Price increases this year are expected to significantly impact the market. Additionally, with the National III standards coming into effect in July, the commercial vehicle sector is filled with uncertainty.
However, when it comes to sales performance, most companies are eager to highlight their results from the first quarter. March proved to be a strong month for the industry. Zhang Bing, Deputy General Manager of FAW-Volkswagen, shared a smile while mentioning that the company sold 27,000 units in March, the highest figure in history for that period.
Similar trends were observed at other manufacturers. Foton, for example, achieved record sales, surpassing Mercedes-Benz and becoming the world's largest commercial vehicle producer. Zhao Jingguang, Deputy Secretary of the Foton Party Committee, remarked, “Not only do we have good market conditions, but other companies are also doing well.â€
Xu Chih-chih, Deputy General Manager of FAW Liberation, explained that March and April are traditionally peak seasons for commercial vehicle sales. Additionally, rising steel prices prompted manufacturers to announce price hikes in April, encouraging customers to purchase earlier. With the National III standards set to take effect on July 1st, each heavy truck’s cost is expected to rise by at least 20,000 yuan, further accelerating sales.
As a result, many companies are working overtime to meet customer demand. Sales in the first half of the year are expected to account for a larger share of annual targets. Some companies aim to complete sales tasks equivalent to eight months within just six months, while others hope to achieve 60% to 70% of their annual goals by mid-year.
Although the second half of the year is expected to be less favorable, manufacturers are actively promoting their National III compliant models at the Beijing Auto Show, hoping to gain a competitive edge in the future.
Industry insiders noted, “All manufacturers claim they are ready, but readiness can be subjective.â€
